Preheat the oven to 400 degrees F.
In a large skillet, cook the beef over medium heat until no longer pink, about 5-7 minutes.
Grease a 2-quart baking dish.
Drain the fat from the skillet.
Stir in the com, the tomato sauce, the water, the green pepper, and the taco seasoning.
Spoon the beef mixture into the prepared baking dish.
Prepare the cornbread batter according to package directions.
stir 1/2 of the onions into the cornbread batter.
Spread the cornbread batter over the beef mixture.
Bake, uncovered, for 20 minutes.
Sprinkle the top of the bake with the remaining onions and the cheese.
Bake until the cheese is melted and a toothpick inserted into the center of the cornbread comes out clean, about 3-5 minutes.
