Preparation Preheat the oven to 375°F (190°C). Grease a 9x13-inch baking dish.

Cooking the Bacon In a large skillet, cook the bacon over medium heat until crispy. Remove the bacon and crumble it.

Sautéing the Vegetables In the same skillet, sauté the onion, green bell pepper, and garlic until tender.

Preparing the Batter In a large mixing bowl, whisk together the flour, milk, eggs, baking powder, salt, black pepper, and paprika until smooth.

Combining the Ingredients Add the cooked bacon, sautéed vegetables, ham, sausage, shredded cheddar cheese, shredded monterey jack cheese, and frozen hash browns to the mixing bowl. Stir until well combined.

Assembling the Casserole Pour the mixture into the greased baking dish. Sprinkle the remaining shredded cheddar cheese on top.

Baking the Casserole Bake in the preheated oven for 35-40 minutes, or until golden and set.
