Bring a large pot of salted water to boil. Reduce heat to low. Cover.
Whisk 2 1/4 cups broth with flour. Add 1 1/2 tsp fish sauce.
Toss meat with 1 tbsp soy sauce, garlic, and pepper. Heat 1 1/2 tbsp butter and 1 tbsp oil until foamy; add steak. Spread into a single layer, 3 mins. Transfer, touch stir and cook 2 mins.
Toss meat with remaining soy sauce.
In pan with meat juices, add oil. Cook onion 7 mins. Add mushrooms. Add 1/4 cup broth, 6 mins.
Re-stir flour mixture. Add to skillet and bring to boil. Reduce to medium and simmer for 4 minutes. Stir in the meat and sour cream. Simmer 3 minutes.
Season with salt and fish sauce. Turn off heat. Cover.
Cook egg noodles. Drain. Toss in bowl with 2 tbsp butter, 1/2 tsp pepper, and chives. Season. Serve with stroganoff.
