Step 1 In a large pot, heat the vegetable oil over medium heat. Add the onions and carrots, and cook until softened.

Step 2 Add the garlic and beef cubes to the pot, and cook until the beef is browned on all sides.

Step 3 Pour in the diced tomatoes and beef stock. Add the bay leaves and season with salt and pepper. Bring to a boil, then reduce heat and simmer for 1 hour.

Step 4 Add the potatoes, cabbage, and bell peppers to the pot. Cook for another 30 minutes, or until the vegetables are tender.

Step 5 Serve hot, garnished with fresh dill and a dollop of sour cream.
