Savory Beef and Tomato Rice Casserole

3.Add the diced tomatoes, garlic powder, onion powder, oregano, salt, and black pepper to the skillet with the beef. Stir well and let it simmer for about 5 minutes to combine the flavors.

4.In a large mixing bowl, combine the cooked rice and the beef-tomato mixture. Mix until well combined.

5.In another bowl, whisk together the flour, eggs, and water until smooth to create a batter.

6.Grease a 9x13 inch baking dish. Pour half of the batter into the bottom of the dish, spreading it evenly.

7.Layer the rice and beef mixture over the batter, spreading it out evenly.

8.Pour the remaining batter over the top of the rice and beef mixture, ensuring it covers the filling.

9.Sprinkle the shredded cheese on top of the casserole.

10.Bake in the preheated oven for 30-35 minutes, or until the top is golden brown and the casserole is set.

11.Remove from the oven and let it cool for a few minutes before slicing and serving.
