In a large pot, cover the potatoes with 3 inches of water and add salt. Bring to a boil, then simmer for 25 minutes.
In a small pot, combine butter, cream, pepper, and 1/2 teaspoon salt. Heat on low.
Drain the potatoes and return them to the pot. Add roasted garlic and mash. Stir in the warmed cream mixture. Transfer to a serving dish and garnish with chives.
