Heat oven to 325°F.
Sift flour, sugar, baking powder, and salt in a bowl.
Make a well and add in order oil, egg yolks, water, vanilla, and lemon rind.
Beat until smooth.
In a large mixing bowl, beat egg whites and cream of tartar until very stiff.
Pour egg yolk mixture gradually over beaten egg whites, gently folding with rubber scraper just until blended.
Pour into ungreased 12 x 17 pan (oblong).
Bake at 45 to 60 minutes in 325°F oven.
Tilt on side to until cool.
